Dear Mr. Shneider, It is with great pleasure that we send you some information in regard with the applications of our low power FM transmitters currently in use on the Canadian territory. As you will see in the folowing documents, the primary goal in regard with the use of our transmitters is to broadcast inside a public building, the audio content on a free frequency (ex: 88. 1 Mhz), so people can bring their own FM walkman and be able to listen to the transmitted signal.Hearing impaired people are the first to benefit from such an application. As an example; an hearing impaired person attending to an indoor cinema movie projection will not be able to retreive more than 15% of the audio content because their personal hearing system will amplify at first, the immediate surrounding sounds that is in most occasions, the sound of noisy neighbors eating popcorn or talking to each others. With the help of a good FM walkman and an in ear type headset. the user is now able to hear 100% of the movie dialog and in most cases, all the suttles sound track effects with a full stereo spectrum,no matter where he sits in the movie theatre. Another major breaktrough application that is permitted in Canada is for broadcasting inside a church building. Here again,an hearing impaired person can bring his own walkinan to receive the audio content of a celebration with pure sound quality no matter where he is seated.Numerous hearing impaired people are going back to church since we installed our transmitter in their churches. Hearing impaired people, unfortunatly, can not benefit from cultural and religeous celebrations, due to the lack of such a concept and mostly dued to the fact that the FCC do not allow it in the United-States. There is still the possibility to use infrared transmitters or FM transmitters that are broadcasting else-where on the FM band(ex: 900Mhz or 79Mhz) but they both require special expensive receivers and theatre owners do not want to manage the extra administration that involves the renting problems and mass purchasing of those special receivers. After running a general survey in 1993,we found out that the user (80%),are not interrested to rent a special receiver; they are interrested in our concept because they (most of them) already own an FM walkman or find them to be not expensive, that they deliver superior sound quality than anything else and for a first time, they have the opportunity to decide about the sound quality they will use. In regard with drive-in cinemas, statistics are showing that the industry is dying in the United States and one of the reasons is that the FCC do not allow the use of low power FM transmitters in that application. AM transmitters are too poor sound quality and movie goers anticipate HI-FI stereo sound quality since they have FM car radios of very good quality. All the drive-in cimemas in Canada are equiped (most with Decade transmitters) with an FM stereo transtnitter and busines is expanding. In conclusion, we would like to say that we believe that our concept can be of great help in countless applications where hearing impaired people will for a first time, join the mass hearing society in cultural and religeous gather up where a comon, not expensive FM walkman will become an effective and versatile passport for them . We shall never forget that the purpose of the FM broadcast band is to serve the public interest. Here you have a good example! We will be more than happy to inform the FCC mass media bureau in regard to further details. In the waiting of a reply from your bureau, we salute you with our best regards. ![]() Sylvain Couture, vice president of Decade Transmitters inc. |
